အရင္ႏွစ္ ႏို၀င္ဘာတုန္းကလည္း လက္ရွိ ဂ်ပန္၀န္ႀကီးခ်ဳပ္ အာကီယုိ ဟတုိယာမ (Akio Hatoyama) က အာဏာရၿပီး ၂ လ အၾကာမွာပဲ ၂၀၁၀ ခုႏွစ္ ေရြးေကာက္ပြဲ မတုိင္မီ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ ႏုိင္ငံေရး အက်ဥ္းသားေတြ အားလုံးကို ျပန္လြႊတ္ေပးမယ္ဆိုရင္ ျမန္မာႏုိင္ငံကို အကူအညီေတြ ပိုေပးမယ္လို႔ ေျပာခဲ့ဖူးပါတယ္။ ၂၀၀၇ ခုႏွစ္ သံဃာ့လႈပ္ရွားမႈတုန္းကလည္း ဂ်ပန္ သတင္းေထာက္တဦး နအဖ စစ္သားေတြရဲ႕ ပစ္သတ္ျခင္းကုိ ခံခဲ့ရၿပီးေနာက္ ဂ်ပန္ အစိုးရက ျမန္မာႏုိင္ငံကို အကူအညီ ေပးတာေတြ ရပ္ဆုိင္းမယ္ဆုိၿပီး ၿခိမ္းေျခာက္ခဲ့ဖူးပါတယ္။

ဒီေတာ့ အာဏာရ ဂ်ပန္အစိုးရ အဆက္ဆက္ အေနနဲ႔ ၿပီးခဲ့တဲ့ ၁၀ ႏွစ္တာ ကာလတြင္းမွာ အခုလို ျမန္မာစစ္ေခါင္းေဆာင္ေတြနဲ႔ ဆက္ဆံတဲ့အခါမွာ အကူအညီေတြ တိုးေပးမယ္၊ မတိုးေပးေတာ့ဘူးဆိုၿပီး ေခ်ာ့တလွည့္၊ ေျခာက္တလွည့္ ေျပာလာတာကေတာ့ အဆန္းမဟုတ္ပါဘူး။ ဒါေပမဲ့ လက္ရွိ အစိုးရသစ္တြင္းမွာ ဦးေဆာင္ေနသူေတြက အရင္ကတည္းက ျမန္မာ့ဒိီမိုကေရစီ အေရးအတြက္ စိတ္အားထက္သန္သူေတြ ျဖစ္တာေၾကာင့္ ျမန္မာစစ္ေခါင္းေဆာင္ေတြနဲ႔ ဆက္ဆံတဲ့ေနရာမွာ အရင္ ဂ်ပန္အစိုးရေတြထက္ ပိုၿပီး ျပတ္ျပတ္သားသား ရွိလိမ့္မယ္လို႔ ေမွ်ာ္လင့္ေၾကာင္း ဂ်ပန္ႏုိင္ငံ အေျခစိုက္ NCUB ျပည္ေထာင္စု ျမန္မာႏုိင္ငံ အမ်ဳိးသားေကာင္စီက ေဒါက္တာမင္းညိဳက သံုးသပ္ပါတယ္။

ျမန္မာစစ္အစိုးရရဲ႕ ေရြးေကာက္ပြဲ ဥပေဒ ထြက္မလာခင္တုန္းကလည္း လက္ရွိ၀န္ႀကီးခ်ဳပ္ ဟတုိယာမက ျမန္မာႏုိင္ငံနဲ႔ ပတ္သက္ၿပီး ထားရွိတဲ့ ဂ်ပန္အစိုးရရဲ႕ မူကို လိုအပ္ရင္ ျပန္လည္ သံုးသပ္ရလိမ့္မယ္လို႔ ေျပာခဲ့တဲ့အေၾကာင္းကိုလည္း ေဒါက္တာမင္းညိဳက ေထာက္ျပပါတယ္။

Aung San Suu Kyi never stood for the election because she was not eligible to contest a seat. It was not this present military government or the previous socialist government that refused Aung San Suu Kyi the right to stand for elections but ironically it was her own father, Myanmar national hero General Aung San, who wrote into the original constitution, subsequently promulgated in 1948, a clause with the provision that "any person who is under any acknowledgement of allegiance or adherence to a foreign power, or a subject or citizen is entitled to the rights and privileges of a subject or citizen of a foreign power." Thus she is not entitled to contest a seat in the country's elections.

Aung San Suu Kyi resided abroad for twenty-eight years and married an Englishman (Giving her rights to U.K. citizenship) and has 2 children both holding British citizenship. This present military government has to, as all the previous successive Myanmar Governments did, continue to honour this clause and the present constitution and election law has also committed itself to continue to honour the said clause. This type of constitutional condition is implemented by many governments including those of developed nations such as India and Australia.

It is quite understandable that Governments do not wish to have someone in office that could be unduly influenced by any other nation or power. As a preventive measure certain rules and regulations are universally drawn up and put into effect to serve as a mechanism to protect the national security as well as the national interest of the respective countries.

China Consortium Starts Work On Myanmar Hydroelectric Project

BEIJING -(Dow Jones)- Chinese state-owned enterprises have set up a consortium to build a $9 billion, 7.1-gigawatt hydropower station across Myanmar's Salween River, a Chinese government agency said on its Web site.

China's State Asset Supervision and Administration Commission said the dam in Myanmar would be jointly developed by China, Myanmar, and Thailand.

The Chinese consortium includes China Three Gorges Corp., Sinohydro Corp., and China Southern Power Grid. The three companies have started work on the project, the commission said on its web site.

Upon completion, the hydropower station will be the largest in Southeast Asia by installed capacity.

The three Chinese companies, which first signed an agreement to cooperate on the project in November 2009, are proceeding with the development plans.

The commission didn't say whether the electricity produced by the dam would all be used in Myanmar, or if some would go to China.
China needs power and wants to reduce its carbon emissions, and it sees hydropower as a plentiful resource.

According to a report by China's state-run Xinhua news agency, the country will be revising its hydropower target for 2020 to 270 gigawatts, 37% above an earlier target of 197 GW.

India's Tata Motors invests in Myanmar

MUMBAI : India's largest vehicle maker Tata Motors said on Monday it signed a contract with Myanmar Automobile and Diesel Industries to set up a heavy truck plant in the military-ruled country.

The new plant would be set up at Magwe, nearly 480 kilometres (300 miles) from Yangon, and will be operational in the last quarter of the financial year ending March 2011, it said in a statement.

Myanmar is under economic sanctions by the United States and Europe.

But the impact of the sanctions has been weakened as neighbours such as China, India and Thailand invest billions of dollars, particularly in its oil and gas industry.

Tata Motors, which owns the formerly British brands Jaguar and LandRover, said the plant would have a capacity of 1,000 vehicles per year, which could be expanded to 5,000 vehicles.

No financial details were given, but the plant will be funded by a line of credit from the government of India.

"This is a direct line of credit from the government of India to the Myanmar government, a Tata Motors spokesman said.

Tata Motors, the world's fourth largest truck maker, would gain from an entry into Myanmar, as it already has a presence in other Asian countries.

The company exports trucks to neighbouring countries Sri Lanka, Bangladesh and Nepal, besides South Africa, Russia and the CIS region.

Analysts see this pact as part of India's "Look East Policy", in which economic and strategic initiatives are undertaken with South-east Asian countries, to bolster its presence as a regional superpower.

"Tata Motors will look for unexplored markets (like Myanmar) to boost their presence further," said Vaishali Jajoo, analyst with Mumbai-based Angel Broking.

"It will aid their long-term expansion plan".

Tata Motors shares fell 3.02 percent or 23.7 rupees to 760 at the Mumbai stock exchange Monday, as rate-sensitive auto, banking and property stocks fell after an unexpected interest rate hike from India's central bank last Friday.

Tata Motors has registered just an eight percent rise in truck exports for the eleven months ended February this year, analysts said, but local sales were up 36 percent in the same period.

"Tata Motors truck exports are yet to pick up, as growth remains sluggish overseas," an analyst said on condition of anonymity.

Bilateral trade between India and Myanmar is likely to grow to one billion dollars in 2009-10, up from 951 million dollars in 2008-09, according to U Kyi Thein, Myanmar Ambassador to India, media reports said last December.

South Korea To Help Myanmar Build Automobile Training Center

YANGON, March 22 (Bernama) -- The (South) Korea's International Cooperation Agency (KOICA) will help Myanmar build an automobile- related training center this year to upgrade the country's automobile production technology to the international standard, the local weekly Flower News reported Monday.

The (South) Korea-Myanmar Friendship Automobile Training Center will be constructed in cooperation with the Myanmar Ministry of Industry-2 and the cost, valued at US$3 million, will be provided by the agency, the report said, adding that installation of the whole automobile body parts will be trained by the (South) Korean experts.

KOICA has been providing training to Myanmar government staff in information and technology (IT), industrial and forestry sectors.

The KOICA has stationed in Myanmar since 1991 providing the technical expertise and equipment needed for social service organisations as well as training in related fields.

The Future of ASEAN-Indian Relations

The ASEAN-India Free Trade Agreement (AIFTA), which came into force earlier this year, is undoubtedly a milestone in the burgeoning relationship between India and Southeast Asia. Yet the future of ASEAN-Indian relations is unlikely to be comprised solely of mutually beneficial policies. In order to reap the full benefits of bilateral cooperation, both sides will have to navigate formidable challenges, think strategically about how to expand the relationship, and display courage and vision in their foreign policies.

Southeast Asia and India are by no means strangers. Their civilizational and cultural links date back thousands of years and are still visible today in Southeast Asian architecture, food, pop culture and religion. But ideological differences precluded the development of close political ties for most of the Cold War. It was only after the collapse of the Soviet Union that Indian Prime Minister Narasimha Rao decided to engage Southeast Asia via the "Look East Policy", as part of a broader effort to liberalize the country's economy in an increasingly globalized world.

The ASEAN-India relationship has made great strides since then. Cooperation began in the economic realm in 1992 but quickly broadened to include the political and security fields when India was accorded full ASEAN Dialogue Partner status in 1995. India subsequently became a member of the ASEAN Regional Forum in 1996 and of the East Asian Summit in 2005, and signed on to the Treaty of Amity and Cooperation in 2003. New Delhi has also inked bilateral free trade agreements with Singapore and Thailand and sub-regional initiatives like the Mekong-Ganga Cooperation Initiative (MGCI) and the India-Myanmar-Sri Lanka-Thailand Economic Cooperation.

The convergence of interests between India and ASEAN on several fronts provides a firm foundation undergirding both current and future cooperation. Both enjoy strong economies and attractive markets, each with a GDP volume of more than $1 trillion, and their combined populations number almost 1.7 billion people. Geographically, India's shared maritime borders with Indonesia and Thailand and land border with Myanmar lead to joint concerns about terrorism, piracy, drug trafficking, climate change and sea lane protection. Strategically, India looks east to balance China's rising influence in Southeast Asia, while ASEAN welcomes powers like India to prevent any one country from dominating the region.

But while the potential for cooperation is high, forging a comprehensive partnership for the future will require not only a string of pacts and agreements, but strong political will, great strategic vision, and firm support from both sides in the long run.

First, Indian leaders must resist the scourge of protectionism and enact bold reforms in order to deepen cooperation in the economic realm. AIFTA negotiations took six long years, broke down repeatedly, and almost fell through because of protectionist concerns on the Indian side. (At one point, India wanted a whopping 1,414 goods exempted from tariff cuts (.pdf).) Indian Prime Minister Manmohan Singh and his ministers deserve credit for not capitulating to domestic lobbies thus far. But they will have to show similar courage during the implementation of AIFTA through 2021 as well as in other future economic agreements that New Delhi may conclude with ASEAN, including those related to services and investments. They must also display vision in enacting broader structural and institutional reforms that will target the country's labor-intensive sectors, manufacturing, infrastructure, and, ultimately, the Indian state itself, which remains notoriously bloated, corrupt, and inefficient.

Second, both sides should bolster the human dimension of the relationship in order to provide a firmer foundation in the long run. This means developing people-to-people exchanges not only through the business exchanges and trade fairs enshrined in the ASEAN-India Plan of Action, but also via programs involving youth, academics, artists and intellectuals, as former ASEAN Secretary-General Ong Keng Yong once suggested (.pdf). Increasing such interaction at the grassroots level creates the necessary bonds not only for a good bilateral relationship, but for closer Asian integration as well.

Third, both sides need to think strategically about the next steps for future cooperation and take proactive measures to move toward them. ASEAN, for instance, could support India's entry into the Asia Pacific Economic Community (APEC) later this year, as the United States, Japan and Australia have openly done. India is the fourth-largest economy in the APEC region (after the United States, China and Japan), and as others have argued, it makes no sense for New Delhi to be excluded when it is already a member of the East Asia Summit and the G-20.

India, for its part, should harness its growing naval prowess and boost its cooperation with ASEAN in the maritime domain. For instance, New Delhi could consider taking an even more robust security role along the Malacca Straits, particularly given the somewhat positive signals littoral states such as Indonesia have been giving off recently on joint policing with neighboring nations. More broadly, although India's naval expansion strategy remains a work in progress for now, New Delhi should still look to the sea as a primary avenue for engaging ASEAN in the near future, as most of the common challenges that the two parties will face, from climate change to piracy to the rise of China, have a strong maritime component.

India must also look to reinvigorate its sub-regional initiatives. The MGCI, for example, has been too bogged down (.pdf) by petty arguments over acronyms and a narrow focus on a few ad hoc projects. The initiative would benefit both from a wider range of measures as well as a broad framework of cooperation to guide policymakers. Education is a good place to start, and bilateral cooperation should prioritize not just doling out scholarships, but offering courses that emphasize the common cultural heritage of South and Southeast Asia.

ASEAN-Indian relations have come a long way since the chilly days of the Cold War. But much work remains to be done on both sides if the fruits of partnership can be harvested from the growing seedlings of cooperation in the 21st century.
