UNICEF: some 240,000 people infected with HIV in Myanmar

Approximately 240,000 people are estimated to be infecting with HIV in Myanmar, of which almost two third are young people, said a media release here of the United Nations Children's Fund (UNICEF) Monday.

Besides, about 100,000 women are currently living with HIV, constituting risks for many new-borns to be infected with the virus, the release said on the occasion of the World AIDS Day which falls on Monday.

Meanwhile, the Myanmar National Strategic Plan (2006-2010) of the National AIDS Program has identified primary prevention of HIV among young people as high priority, it pointed out.

"While many challenges are still there, progress has also made in many areas," UNICEF resident representative Ramesh Shrestha noted in the release, underlining that students across Myanmar today are learning how to protect themselves against HIV/AIDS and other threats to their well-being with more than one third of all townships in the country having prevention of mother-to-child transmission of HIV services.

Commenting that more remains to be done, the release said the UNICEF will continue to promote knowledge on the prevention of HIV/AIDS among young people as they are moving onto adulthood, stressing the importance that they make informed decisions and avoid risk taking behaviors which may expose them to HIV infection.

According to the release, in Myanmar, UNICEF has supported the introduction of HIV/AIDS prevention and "healthy living" curriculum in primary and secondary schools nationwide, helping millions of children gain knowledge and develop skills that can help then stay healthy.

UNICEF also works with non-governmental organizations to deliver life skills training to those adolescents and young people who are out of school, the release added.

Myanmar refugees reinvigorate Tenn. church

SMYRNA, Tenn. ― In the rows of spinach and collard greens behind All Saints Episcopal Church, a quiet resurrection is underway.

The winter vegetable crop being harvested on the small farm run by All Saints serves a practical purpose: to help feed the 70 or so refugees from the Karen province of Myanmar who worship at the Rutherford County, Tenn. church. But it's also a sign of hope for this Middle Tennessee congregation whose declining membership hampered its ability to pay bills and threatened its very existence until the refugees arrived.

Michael Williams, the volunteer manager of the farm, believes God used the farm and the refugees to save All Saints.

"It's a classic example of the Advent story," Williams said. "We could not find God, but God found us. In this case, he appeared to us in the form of 70 people who came from Myanmar."

Eight months ago, the future of All Saints looked grim. It had been limping along since a 2006 church split, when the rector and most of the congregation left to join the Convocation of Anglicans in North America, one of several conservative rivals to the Episcopal Church.

The remaining 20 or so church members left behind couldn't afford to pay the mortgage on their building.

After 18 months, the church was on the verge of closing. It was a discouraging time, said the Rev. Michael Spurlock, All Saints' new rector.

"We were about to lose everything that we knew of the church here," Spurlock said. "It was like we were going down into the pit."

Then, some of the refugees who had once attended All Saints returned. Soon after, others from Thailand joined them.

'God gave us this land'

Members of the Anglican Church in their home country, the refugees were naturally drawn to the congregation after arriving in the United States ― since the Episcopal Church is a province in the worldwide Anglican Communion, all tied to the Archbishop of Canterbury.

The Karen group had come here mainly from refugee camps in Thailand, after being forced out of Myanmar ― once known as Burma ― by that country's military. About 135,000 refugees from Myanmar remain in those camps, according to the Thailand Burma Border Consortium.

When former members of All Saints formed St. Patrick's Anglican Church in Smyrna, the Karen refugees initially went with them. But their bishop from Myanmar urged them to return to All Saints, where they were joined by new arrivals straight from the refugee camps.

At first the refugees overwhelmed the Smyrna congregation, Spurlock said. The members had few financial resources, and the refugees needed help with finding jobs, transportation, clothing and furniture.

"We had every excuse to pass them by," Spurlock said. "But we didn't. We reached out and we wound up saving the whole thing."

Not long after returning to All Saints, Ye Win, a Karen lay leader, asked Spurlock if he and other refugees could plant gardens on the property.

The church sits on 22 acres of former farmland, with a creek and about 12 acres of bottomland perfect for agriculture. While most of the Karen refugees now work at the Tyson poultry processing plant in Shelbyville, they had been farmers in Myanmar.

At the time, the All Saints property was for sale, and Spurlock told Win the timing was wrong for planting gardens. He feared the property might be sold before the refugees could harvest their crops. Still, the idea stuck with him.

One day in May, while working on a plan to restart the church, he took a walk on the church property, and the idea of starting a farm finally dawned on him. "God gave us this land for a purpose," he said.

Longtime church member Mark Orr agreed. He and his wife, Landra, have been attending All Saints since its organizational meeting about 12 years ago.

"I'm ashamed to say it, but we had to wait until God slapped us on the head, and said, 'I gave this land to you, put it to work.' "

Because All Saints receives financial support from the Episcopal Diocese of Tennessee, the church first needed permission from Bishop John Bauerschmidt.

In May, church members began planting radishes, squash, cucumbers and green beans, along with beans and chili peppers native to Myanmar.

Bruce Gentry, a Smyrna dairy farmer and member of the soil conservation board, volunteered to plow the land for them. Gentry, who once farmed the All Saints property in the mid-1990s, said that when he arrived to plow, about 60 of the refugees were there to help.

The summer crop was a success, growing more than 20,000 pounds of produce. Ten percent went to the Karen refugees, while the rest was either sold locally or donated to food pantries.

As the summer wore on, more donations rolled in. The church got a grant to buy a used Ford tractor and pump to aid in watering the crops. A farmer from Missouri, who Spurlock met during a hiking trip, offered to donate water storage equipment.

Proceeds from the farm will help pay for the church's land and will fund other outreach projects.

Setting an example

The agricultural operation is just one aspect of the church's ministry. There's also a Saturday morning class for the Karen group, which teaches English as a Second Language, along with life skills like driving. The church holds two services on Sunday, one in English and one in Karen.

One refugee, a priest from Myanmar named the Rev. Thomas Bu Christ, recently received a ministerial license from the diocese of Tennessee. The Karen congregation will probably be recognized as an official mission later this winter.

Once the Karen refugees get official standing as a mission, they'll add information from their services on the All Saints church sign.

"On the sign we'll have the English language and the Karen language," Win said. "That will feel really good."

Spurlock and other All Saints leaders hope that their church may one day serve as an example to other Episcopal congregations.

The denomination's aging demographics and theological infighting over the interpretation of the Bible, Christianity's exclusive claims of salvation, and homosexuality have taken a toll on Episcopal churches nationwide.

From 2003 ― when Gene Robinson, an openly gay man, was confirmed as bishop of New Hampshire ― to 2007, Episcopal churches have lost 148,197 members.

In Tennessee, Trinity Episcopal Church in Winchester and Holy Cross Church in Murfreesboro also split, with most church members forming new congregations ― Christ the King Anglican Church and Faith Anglican Fellowship.

This week, leaders of the Common Cause partnership, consisting of several conservative groups, will meet in Chicago to announce plans for a new Anglican province in North America to rival the Episcopal Church.

Some remaining members of All Saints have their own disagreements with the denomination. But leaving the church goes too far, they say.

"My position is that if you disagree with an organization, you can't change things if you leave," Orr said.

Williams says that church members are no longer anxious about the future. Rather than worrying about keeping the doors open, they've rolled up their sleeves and gotten busy in ministry.

"They saved this congregation," he said. "We are not a survival mode church anymore. We are a mission-focused church."

Two-thirds of Myanmar HIV cases involve youths: UNICEF

YANGON (AFP) ― Youths in Myanmar are particularly at risk from HIV, with almost two thirds of the near quarter million people living with the virus in that country aged under 24, the UN Children's Fund said Monday.

About 100,000 women are also living with HIV in Myanmar and many newborns are at risk of being infected, Ramesh Shrestha, the UNICEF representative in Myanmar, said in a statement for World AIDS Day.

"Young people have a higher propensity for risk-taking behaviour which exposes them to avoidable risks including exposure to HIV," Shrestha said.

"It is estimated that there are approximately 240,000 people living with HIV in Myanmar, of which almost two thirds are young people under 24 years of age," the statement said.

International humanitarian organization Medecins Sans Frontieres has said that about 76,000 of those living with HIV in Myanmar are in urgent need of antiretroviral treatment (ART).

A senior Myanmar health ministry official said more funding was needed to prevent HIV spreading inside the country.

"More funds are needed not only ART for AIDS patients but also for prevention projects," Kyaw Nyunt Sein told AFP.

About 11,000 AIDS patients around the country are getting ART from the government and international NGOs, he said.

Only 170 administrative regions out of 325 around the country can implement 100 percent condom promotion to prevent the HIV virus spreading because of funding shortages.

"We cannot give complete prevention. The disease mostly occurs through sexual contact, that's why we want to do 100 percent condom promotion for youths," he said.

Myanmar has been ruled by the military since 1962 and the impoverished nation's healthcare system is in poor condition.

HIV/AIDS ေရာဂါခံစားေနရသူမ်ားမွာ ရြာတိုင္းလိုလိုတြင္ ရွိေနၿပီး ေရာဂါကူးစက္သည့္ အေရအတြက္မွာလည္း ပိုမ်ားလာသည္ဟု ေအစ္ေရာဂါ သည္ကူညီေနသူက ေျပာသည္။ ထိုကဲ့သို႔ ေ၀ဒနာသည္မ်ားမွာ ပိုမိုမ်ားျပားလာေသာ္လည္း ေဆးဝါးအလံုအေလာက္ မရရွိမႈေၾကာင့္ အသက္ဆံုးရႈးံခဲ့သူမ်ားလည္း ေျမာက္ျမားစြာ ရွိခဲ့သည္။

ႏိုင္ငံတကာ ေရြ႕ေျပာင္းအလုပ္သမားမ်ားအဖြဲ႕သည္ လြန္ခဲ့သည့္ ၂၀၀၆ ခုႏွစ္မွစ၍ HIV/AIDS ေရာဂါခံစားေနရသူမ်ားကို ကူညီ ေစာင့္ေရွာက္ေပးေနခဲ့သည္။ ၄င္းအဖြဲ႕မွ ေရာဂါေဝဒနာ ခံစားေနရသူမ်ားအတြက္ တစ္လလၽွင္ ေဆးဝါးကုသမႈအျပင္ လိုအပ္သည့္ အာဟာရ စားေသာက္ဖြယ္ပစၥည္းမ်ားကိုလည္း ေဝဒနာရွင္မ်ားကို ကူညီေစာင့္ေရွာက္ေပးေနခဲ့သည္။

အျခားကူညီေနသူတစ္ဦးကလည္း HIV/AIDS ေရာဂါႏွင့္ပတ္သက္သည့္လုပ္ငန္းမ်ားကို ၿမိဳ႕ႀကီးမ်ားမွလြဲ၍ အျခား ေက်းရြာႏွင့္ ၿမိဳ႕ငယ္မ်ားတြင္ ျမန္မာအစိုးရမွ ျပဳလုပ္ခြင့္ ပိတ္ပင္ထားခဲ့သည္။

ေက်းလက္ေဒသမ်ားတြင္ စာရင္းဇယားတြင္ပါဝင္ေသးျခင္းမရွိသည့္ လူနာအမ်ားအျပားရွိေသးေၾကာင္း အျခားကူညီေနသူတစ္ဦးက ဆိုပါသည္။

HIV/AIDS ေရာဂါေဝဒနာသည္မ်ားကို ယခင္က လူနာသြားေရာက္ သတင္းေမးျမန္းျခင္းမရွိ၊ အသုဘသို႔ သြားေရာက္ပို႔ေဆာင္ျခင္းမရွိ စသျဖင့္ ခြဲျခားဆက္ဆံခဲ့ၾကေသာ္လည္း ယခုအခါ ထိုကဲ့သို႔ ခြဲျခားဆက္ဆံျခင္း နည္းပါးလာျခင္းမွာ ကာကြယ္ကုသမႈအနည္းငယ္ ေကာင္းလာျခင္းႏွင့္ ျပည္သူမ်ား အျမင္က်ယ္လာျခင္းေၾကာင့္ ျဖစ္သည္။

မြန္ျပည္နယ္ ေမာ္လၿမဳိင္ၿမဳိ႕ရွိ ေစ်းႀကီး (ေအာက္ေစ်း) မွာ ယေန႕ ညေန ၆ နာရီခြဲေလာက္မွ စတင္၍ ေရေပၚစားေသာက္ဆိုင္ မီးေလာင္ရာမွ ေစ်းႀကီးတခုလုံး ကူးစက္ၿပီး ေလာင္ကြၽမ္းသြားခဲ့သည္ဟု ေမာ္လၿမဳိင္ၿမိဳ႕ရွိ ဆိုင္ခန္းေပါင္း ၄ ဆိုင္ မီးေလာင္ခံရသည့္ဆိုင္ရွင္တစ္ဦးက ေျပာသည္။

ညေနေစာင္း ၆ နာရီခြဲမွ ေလာင္ေသာမီးသည္ ည ၈ နာရီခြဲတြင္ ေစ်းႀကီးတစ္ခုလုံး ေလာင္ကၽြမ္းသြားခဲ့သည္။ ယခုမီးေလာင္သြားေသာေစ်းမွာ သံလြင္ျမစ္ကမ္းနေဘးတြင္ တည္ရွိၿပီး ေအာက္ေစ်းဟု လူသိမ်ားသည္။

"မီးေလာင္သြားတာ ဆိုင္တဆိုင္မွ မက်န္ဘူး၊ အကုန္လုံးကို ေလာင္သြားတာ၊ က်မတို႕ ဆုိင္ ၄ ဆုိင္ေတာင္ ပါသြားတယ္" ဟု ၄င္းဆိုင္ရွင္က ေျပာသည္။ ၄င္း၏ ေျပာျပခ်က္အရ ယခုမီးေလာင္သြားခဲ့ေသာ ေမာ္လၿမိဳင္ေအာက္ေစ်း ေဆာက္လုပ္ၿပီးခ်ိန္မွစ၍ ထိုေစ်းတြင္ သကၤန္းပရိကၡရာမ်ားကို ေရာင္းခ်ခဲ့သည္မွာ ယခုဆိုလၽွင္ အႏွစ္ ၂၀ ခန္႕ရွိၿပီဟု ဆုိသည္။

မီးစတင္ေလာင္သည္ႏွင့္ တစ္ၿပိဳင္နက္္ မီးသတ္ကားမ်ား ေရာက္လာေသာ္လည္း ထံုးစံအတိုင္းပင္ ကားသာပါလာၿပီး ေရမပါခဲ့ေခ်။ မီးစတင္ေလာင္သည့္အခ်ိန္မစ၍ွ မီးကို ၿငိမ္းသတ္ခဲ့ပါက ယခုကဲ့သို႕ ဆုံး႐ႈံးျခင္းမရွိဟု ၄င္းဆုိင္ရွင္က ဆိုသည္။ အျခားမီးသတ္ကားမ်ား ေရာက္ရွိလာခ်ိန္တြင္ မီးမွာအရွိန္ျပင္း၍ ထိုမီးကို မၿငိမ္းသတ္ႏိုင္ေတာ့ေခ်။

ထိုေအာက္ေစ်းရွိ ဆိုင္ခန္းတစ္ခန္း၏ေပါက္ေစ်းတန္ဖိုးမွာ အနည္းဆံုး သိန္း ၂၅၀ ခန္႕ရွိၿပီး ေနရာေကာင္းသည့္ ဆိုင္ခန္းမ်ားမွာ သိန္း ၃၀၀ ႏွင့္၄၀၀ ၾကားတြင္ရွိသည္။

"ျမစ္ကမ္းနေဘးမွာရွိေတာ့ ေလကလည္းတအားတိုက္တယ္။ မီးသတ္ကားေတြ ဝင္ႏိုင္သေလာက္ဝင္တာပဲ။ ဒါေပမယ့္ မီးအရွိန္က တအား ကိုျပင္းတယ္" ဟု အျခားဆုိင္ရွင္ တစ္ဦးက ေျပာသည္။

ေစ်းႀကီးအတြင္းရွိ ဆိုင္အားလုံးမွာ မီးေလာင္သြားၿပီး အနီးအနားရွိ အခ်ိဳ႕အိမ္မ်ားအား မီးကူးျခင္း ရွိမရွိမွာ တိတိက်က် မသိရွိရေသးေပ။

ေမာင္ရမၼာ၊ ခိုင္မင္းမူ (နိရဥၥရာ) ရခုိင္ျပည္နယ္ တ၀ွန္းလံုးရွိ ျပည္သူမ်ားအား နအဖ စစ္အာဏာပုိင္မ်ားက အတင္းအၾကပ္ ၾကက္ဆူပင္မ်ားကို စုိက္ပ်ိဳးခိုင္းသည္သာမက ၾကက္ဆူပင္ စိုက္ပ်ိဳးရန္အတြက္ ေျမမ်ားကိုလည္း သိမ္းပိုက္ျခင္း ခံခဲ့ရသည္။ ၎အျပင္ ၾကက္ဆူပင္ မ်ိဳးေစ့မ်ားကိုလည္း စစ္အာဏာပိုင္မ်ားထံမွ ၀ယ္ယူ စိုက္ပ်ိဳးခဲ့ရသည္။
ယခုအခါ တဖန္ ရခိုင္ျပည္နယ္ အာဏာပိုင္မ်ားက ၾကက္ဆူေစ့မ်ားကို ဆီစက္ပိုင္ရွင္မ်ားကို အဖိုးအခ တစံုတရာ မေပးဘဲ

ၾကိတ္ခိုင္းေနသည္ဟု သိရသည္။

ယခုကဲ့သို႕ ၾကက္ဆူပင္ စိုက္ပ်ိဳးရာေဒသမ်ားမွ အာဏာပိုင္မ်ားက ေဒသ အတြင္းက ဆီစက္ပိုင္ရွင္မ်ားအား ၾကက္ဆူဆီၾကိတ္ရန္ အတင္းေစခိုင္းေနေၾကာင္းကို ေဒသခံ ဆီစက္ပိုိင္ရွင္ တဦးက ယခုကဲ့သို႕ ေျပာသည္။

“ကၽြန္ေတာ္တိုက စစ္ေတြျမိဳ႕နယ္မွာ ေဒသခံေတြပိုင္တဲ့ ဆီၾကိတ္စက္သံုးလံုးကို ၾကီြဒဲ ဘုန္းၾကီးေက်ာင္း၀င္းအတြင္းမွာ တည္ ခိုင္းပီးေတာ့ အနီးအနား ေက်းရြာေတြအားလံုးက ၾကက္ဆူသီးေတြ အဲဒီ ဘုန္ေတာ္ၾကီး ေက်ာင္း၀င္း အတြင္းကို ပို႕ေပး ရတယ္။ ၾကက္ဆူသီးေတြကို တေတာင္းကို ၾကိတ္မွ ၾကက္ဆူဆီက တပုလင္းခြဲဘဲ ရပါတယ္။ စက္သံုးဆီက ႏွစ္ပုလင္းခဲြကုန္ပါတယ္။ တြက္ေျခမကိုက္တာကို အာဏာပိုင္ေတြကို တင္ျပေတာ့ ရတာ မရတာ မသိဘူး။ နိဳင္ငံေတာ္ စီမံကိန္း ဆက္ၾက္ိတ္ရမယ္ဆိုလို႕ ေျပာတဲ့အတြက္ ဆက္လက္ပီး ၾကိတ္ေနရပါတယ္။” ဟု ေျပာသည္။

၎ျပင္သူက “မိုးရာသီမွာ ၾကက္ဆူပင္ စိုက္ပ်ိဳးဖို႕ အတြက္ ရြာသားေတြကို လုပ္အားေပးေစခိုင္းပါတယ္။ ၾကက္ဆူသီး ရင့္လာျပန္ေတာ့ ဆီၾကိတ္ဖို႕ဆိုပီး ကိုယ့္ရြာက ထြက္တဲ့ ၾကက္ဆူသီးေတြကို ဆီၾကိတ္တဲ့ေနရာကို သြားသယ္ေပးရပါတယ္။ တႏွစ္လုံး ကိုယ့္အလုပ္ကို ကုိယ္လုပ္ လို႕မရဘဲ ျဖစ္ေနျပီး သူတို႕ အတြက္ခ်ည္းဘဲ ေန႕စဥ္ လုပ္အားေပးေနၾကရတယ္”ဟု အဆိုပါ ေဒသခံက ေျပာသည္။

အဆိုပါ ၾကက္ဆူ ဆီၾကိတ္ခြဲေရးလုပ္ငန္းကို ေအာက္တုိဘာလ ၁၃ ရက္ေန႕မွ စတင္ျပီး ယခုအခ်ိန္ထိ ေဒသခံတပ္ရင္းမ်ားျဖစ္ၾကသည့္ ခမရ ၂၃၂၊ ၃၄၄ တပ္ရင္းအာဏာပိုင္မ်ားက ၾကက္ဆူပင္ စိုက္ပ်ိဳးရာ ေက်းရြာမ်ားမွ ၾကက္ဆူသီးမ်ားကို ေက်းရြာသားမ်ားကုိ အတင္း လုပ္အားေပစခိုင္ျပီး ဆီၾကိတ္ရာ ေနရာသို႕ ေန႕စဥ္ေန႕တုိင္း ပို႕ေဆာင္ခိုင္းေနသည္ဟု သိရသည္။

ယခုကဲ့သို႕ လုပ္အားေပေစခိုင္းေစခံေနရေသာ ေက်းရြာမ်ားမွာ စစ္ေတြျမိဳ႕ေျမာက္ဘက္တြင္ တည္ရွိေသာ ၾကြီေဒးကၽြန္း၊ ေက်ာက္တန္း၊ ပါဒလိပ္၊ အျမင့္ကၽြန္း၊ ငေတာက္တက္၊ ခ်ီလီျပင္ ေက်းရြာမ်ားျဖစ္ၾကသည္။

အမည္ မေဖၚလိုသူ လယ္သမား တဦးက “တိုင္းမွဴးအမိန္႕နဲ႕ဆိုပီးေတာ့ မယကနဲ႕ ေျမစာရင္းဦးစီးဌာနက တာ၀န္ရွိသူေတြလာျပီး

ႏို၀ဘၤာလ ၁၅ ရက္ေန႕က က်ေနာ္တို႕လယ္ေျမေတြကို လာတိုင္းပါတယ္။ တိုင္းျပီးတာနဲ႔ အလံနီေတြကို စိုက္ထူလိုက္ပါတယ္။ ပီးေတာ့ ခင္ဗ်ားတို႕လယ္မွာ က်န္ေနတဲ့စပါးေတြကို အျမန္သိမ္းပါဆိုပီး ေျပာသြားပါတယ္”ဟု ေျပာသည္။

ယခု လမ္ေျမသိမ္းဆည္းခံေနရသည့္ ေက်းရြာမ်ားမွာ စစ္ေတြ-ရန္ကုန္ကားလမ္း တေလွ်ာက္ တြင္ တည္ရွိၾကေသာ သရက္ခ်ိဳ၊ ကံေဇာက္၊ ေအာင္ျဖဴပင္၊ ပဲသူနန္း၊ ယိုးငုူ၊ ပန္းနီလာ၊ ၾကံခင္း၊ ေတာင္နားရြာ၊ ေက်းေတာႏွင့္ ယုိးတရုတ္စသည့္ေက်းရြာမ်ားျဖစ္ၾကသည္။

“လြန္ခဲ့တဲ့ႏွစ္ကလဲ က်ေနာ္တို႕ရြာက လယ္ေျမေတြကို စစ္တပ္က သိမ္းျပီးေတာ့ ေျမပဲနဲ႕ ေနၾကာစိုက္ခိုင္းပါ တယ္။ မိုးရာသီေရာက္ေတာ့ သိမ္းသြားတဲ့ ကိုယ့္လယ္ကို စစ္တပ္က ကိုယ္ျပန္ငွားပီး စပါးစိုက္ရပါ တယ္။ အခုႏွစ္မွာေတာ့ လယ္ပိုင္ရွင္ေတြကို မဌားဘဲ အပိုင္သိမ္းသြားျပီ ဆိုတဲ့ သတင္းေတြထြက္ေနတဲ့အတြက္ က်ေနာ္တို႕ လယ္သမား ေတြအေနနဲ႕ အထူးစိတ္မေကာင္းျဖစ္ေနၾကပါတယ္”ဟု သူကဆက္ေျပာျပသည္။

ယခင္ႏွစ္က အာဏာပိုင္မ်ားက ေဒသခံလယ္သမားမ်ားထံမွ လယ္ေျမမ်ားကိုသိမ္းယူျပီး အဆိုပါ ေျမတြင္ လယ္သမားမ်ားကို ေျမပဲႏွင့္ ေနၾကာပင္မ်ားစိုက္ခုိင္းကာ မိုးရာသီေရာက္လွ်င္ သိမ္းဆည္းထားသည့္ လယ္ေျမ မ်ားကို ျပန္လည္ငွားရမ္းျပီး စပါးစိုက္ပ်ိဳးခြင့္ ရရွိခဲ့ေသာ္လည္း ယခုႏွစ္တြင္ အျပီးပိုင္ သိမ္းယူ သြားသည္ဟု ေဒသ အတြင္း သတင္းမ်ားထြက္ ေပၚေနသည္။

ေရႊ၀ါေရာင္ ေတာ္လွန္ေရးတြင္ ဦးေဆာင္ ဆရာေတာ္တပါးျဖစ္သူ ဦးဂမၻီရအား ခႏီၱးအက်ဥ္းေထာင္သို႔ ယေန႔ ေျပာင္းေရႊ႕လိုက္သည္ဟု မိသားစုႏွင့္ နီးစပ္သူက ေျပာသည္။
ရန္ကုန္ အင္းစိန္ေထာင္အတြင္းရွိ အထူးတရား႐ုံးမွ ၿပီးခဲ့သည့္လ ၂၁ ရက္ေန႔က ထပ္တိုးေထာင္ဒဏ္မ်ား အပါအ၀င္ ေထာင္ဒဏ္ ၆၈ ႏွစ္ ခ်မွတ္ခဲ့ၿပီးေနာက္ ၁၀ ရက္အၾကာတြင္ စစ္ကုိင္းတိုင္း ခႏီၱးၿမဳိ႕ အက်ဥ္းေထာင္သို႔ ေျပာင္းေရႊ႕လိုက္ျခင္း ျဖစ္သည္။

"က်ေနာ္တို႔လည္း မသိရဘူး ကိုေအာင္ေက်ာ္ေက်ာ္ အမ်ဳိးသမီးက လာစံုစမ္းလို႔ သိရတာ" ဟု မိသားစုႏွင့္ နီးစပ္သူက မဇၥ်ိမကို ေျပာျပသည္။
ဦးေအာင္ေက်ာ္ေက်ာ္သည္ ဦးဂမီၻရ၏ အကုိေတာ္စပ္သူ ျဖစ္ကာ သူသည္လည္း ေရႊ၀ါေရာင္ ေတာ္လွန္ေရးတြင္ ပါ၀င္ခဲ့သျဖင့္ ေထာင္ဒဏ္ ၁၄ ႏွစ္ အက်ဥ္းခံေနရသူ ျဖစ္သည္။
ယေန႔တြင္ မိသားစု၀င္မ်ားက အင္းစိန္ေထာင္သို႔ လာေရာက္စံုစမ္းၾကည့္ရာ ယခုလို ေထာင္ေျပာင္းေရႊ႕မႈကို သိၾကရျခင္း ျဖစ္သည္။

ၿပီးခဲ့သည့္လ ၁၉ ရက္ေန႔တြင္ ဆရာေတာ္ ဦးဂမီၻရအား အင္းစိန္ေထာင္တြင္း၌ ၾကည့္ျမင္တိုင္ၿမိဳ႕နယ္ တရားရံုးက သာသနာညိွဳးႏြမ္းေစသည့္ ျပစ္မႈ - ပုဒ္မ ၂၉၅ (က) ႏွင့္ ႏိုင္ငံေတာ္ ၿငိမ္၀ပ္ပိျပားမႈကို ေႏွာင့္ယွက္မႈ - ပုဒ္မ ၅၀၅ (ခ) အပါအ၀င္ အမႈတဲြ ၃ မႈျဖင့္ ေထာင္ဒဏ္ ၁၂ ႏွစ္ ခ်မွတ္ခဲ့သည္။

၂၁ ရက္ေန႔တြင္မူ ရန္ကုန္တုိင္း ကမာရြတ္ၿမိဳ႕နယ္က စြဲဆိုထားသည့္ မႈခင္းပုဒ္မ ၉ ခု၊ အလံုၿမိဳ႕နယ္က စြဲဆိုထားေသာ ပုဒ္မ ၄ ခုတို႔ျဖင့္ ထပ္တိုးေထာင္ဒဏ္ ၅၆ ႏွစ္ ခ်မွတ္ခဲ့ေသးသည္။

အသက္ ၂၉ ႏွစ္အရြယ္၌ ဓမၼာစရိယတန္း စာ၀ါလိုက္ေနရင္း ႏိုင္ငံေရးတြင္ စိတ္ပါ၀င္စားခဲ့သည့္ ဆရာေတာ္ဂမၻီရသည္ ၂၀၀၇ ခုႏွစ္ စက္တင္ဘာလက ျဖစ္ပြားခဲ့သည့္ ေရႊ၀ါေရာင္ ေတာ္လွန္ေရးဟု အမည္တြင္ခဲ့ေသာ သံဃာ-လူထုလႈပ္ရွားမႈႀကီးတြင္ ဦးေဆာင္သည့္ ျမန္မာႏုိင္ငံလံုးဆုိင္ရာ သံဃတပ္ေပါင္းစု အဖဲြ႔ႀကီး၏ ဦးေဆာင္ ဆရာေတာ္တပါး ျဖစ္ခဲ့သည္။

သူသည္ ေရႊ၀ါေရာင္အၿပီး အာဏာပိုင္မ်ား၏ ဖမ္းဆီးမႈမ်ားမွ တိမ္းေရွာင္ေနရင္း မႏၱေလးတုိင္း စဥ့္ကိုင္ၿမိဳ႕နယ္တြင္ ၂ဝဝ၇ ခုႏွစ္ ႏုိဝင္ဘာလ ၄ ရက္ေန႔က အာဏာပိုင္တို႔၏ ဖမ္းဆီးမႈကို ခံခဲ့ရသည္။

ရခိုင္ျပည္နယ္ ေျမာက္ဦးျမိဳ႕နယ္မွ အသက္ ၁၄ ႏွစ္သာ ရွိေသးသည့္ လူငယ္ တဦးအား မိဘမ်ား၏ သေဘာထားကို ဆန္က်င္ျပီး အတင္း အဓမၼ စစ္သား အျဖစ္ စုေဆာင္း ထားေၾကာင္း သတင္းရရွိသည္။

ရခိုင္ျပည္နယ္ ေမာင္ေတာျမိဳ႕ ေ၀သာလီ ရပ္ကြက္မွ အမ်ိဳသမီး တဦးကို အမည္မသိသူ လူတစုက နို၀ဘၤာလ ၂၄ ရက္ေန႕က ဓါးျဖင့္ ခုတ္သတ္သြားေၾကာင္း သိရသည္။

သတ္ျဖတ္ခံရသူမွာ ဦးေမာင္လူ၏ ဇနီး ေဒၚေအာင္သာေမ (၅၀ ႏွစ္) ျဖစ္ျပီး ေ၀သာလီရပ္ကြက္မွ တမိုင္ခန္႕အကြာ ေရာ္ဘာျခံတြင္ သတ္ျဖတ္ခံရျခင္း ျဖစ္သည္။

“ေအာင္္သာေမကို သတ္သြားတာက ကုလား ၅ ေကာင္ ျဖစ္ပါတယ္။ သူတို႕ ေရာ္ဘာျခံထဲကို ၀င္လာတာကို ေတြ႕တဲ့အတြက္ အနီးအနားမွာ အလုပ္ လုပ္ေနတဲ့ မိန္းခေလး ႏွစ္ဦးကို သတိထားဖို႕ ေျပာၾကား ခဲ့ပါေသးတယ္။ ေနာက္ပိုင္းမွာ ေအာင္သာေမကို ဓါးနဲ႕ ၀င္ခုတ္ သတ္သြား ပါတယ္။ အေလာင္းကို ည ၈ နာရီမွဘဲ ေရာ္ဘာခင္း ျခံဳေတာထဲက ရပါတယ္။”

ယခုအခ်ိန္ထိ တရားခံမ်ားကို ေဖၚထုတ္ဖမ္းဆီးနိုင္ျခင္း မရွိေသးေၾကာင္းႏွင့္ သက္ဆိုင္ရာ နစက တာ၀န္္ ရွိသူမ်ားကလည္း ရခိုင္ ကုလား ျပႆနာ ျဖစ္ ျဖစ္ပါေစဆိုျပီး တရားခံမ်ားကို ေဖၚထုတ္ ဖမ္းဆီးျခင္း မျပဳဘဲ ထားသည္ဟု ေဒၚေအာင္သာေမ ေဆြမ်ိဳးက ေျပာသည္။

Burma: Unpreventable Death Under Military Boots

December 1st (today) is the 21st World AIDS Day and people around the world will be celebrating and commemorating the occasion. According to UNAIDS estimates, there are now 33.2 million people living with HIV throughout the world, including 2.5 million children. During 2007 some 2.5 million people became newly infected with the virus. Around half of all people who become infected with HIV do so before they are 25 and are killed by AIDS before they are 35. Around 95% of people with HIV/AIDS live in developing nations. But HIV today is a threat to men, women and children on all continents around the world.

World AIDS Day is important in reminding people that HIV has not gone away, and that there are many things still to be done. However, in Burma, HIV/AIDS activists and volunteers are being threatened and suppressed daily by the military authorities.

Maggin monastery in Rangoon’s Thingangyun Township, where HIV patients were cared for was raided in September 2007. According to witnesses, soldiers and riot police broke into the monastery and violently arrested four monks, including the abbot and four people caring for HIV patients. Then Burma’s military authorities sealed the Maggin monastery, forced to leave number of monks suspected of being supporters of the National League for Democracy led by the Nobel laureate Aung San Suu Kyi, as well as a dozen of HIV/AIDS patients who were being dwelt there.

Threatening and arresting of HIV/AIDS workers is not only disturbing for volunteers, but is also disheartening and daunting for the patients. The volunteers take on several duties, including trying to buy medicine for the patients, arranging food and temporary shelter for them and helping to have treatment in respective clinics sponsored by NGOs. They also have to take responsibilities of children of the deceased patients being send to respective orphanages.

At a press conference in Bangkok on 25 November, the international medical aid group Medecins Sans Frontieres (MSF) said Burma's military regime must act now if it wants to deal with one of Asia's most serious epidemics of HIV/AIDS. Almost 25,000 people will die this year of HIV/AIDS in Burma, unless lifesaving treatment is significantly increased, according to MSF’s latest report.

MSF said that if Burma does not get the funds it needs for antiretroviral drugs, some 24,000 people could die next year from the disease. MSF also said that in 2007 alone, AIDS-related illnesses killed 25,000 people.

According to MSF’s report, which was released on 25 November in Bangkok, the group said that an estimated 240,000 people are thought to have HIV/AIDS in military-ruled country. Of these people, 76,000 are in urgent need of antiretroviral treatment, yet less than 20 percent of them are currently able to access it.

The report – “A Preventable Fate: The Failure of ART Scale-up in Myanmar” - says Medecins Sans Frontieres (MSF) is providing treatment to about 11,000 patients while the military regime, the United Nations and several non-governmental groups are taking care of only some 4,000 patients.

"It is unacceptable that a single NGO is treating the big chunk of HIV patients in a crisis of this magnitude. It is unacceptable because it is wholly inadequate. We cannot meet the needs, and we therefore call upon those who can to take up this responsibility ", stated Joe Belliveau, MSF Operations Manager.

The government and international communities have provided very little to the crisis, Belliveau added.

In 2008, the junta allocated the equivalent of 0.7 cents per person on healthcare, of which about 200,000 dollars was allocated to treatment of HIV/AIDS patients. With the growing revenue from oil and gas exports, the junta must provide more in its ailing health system and specifically HIV/AIDS care and treatment, the MSF report says.

Burma (Myanmar), which faces economic sanctions in the West because of its poor human rights record, earned 2.7 billion dollars from natural gas exports to Thailand last year, according to a November 2008 issue of the Myanmar Times weekly, citing government officials.

Drugs that are not offered by aid organizations; the regime’s cost for a patient is around $29 per month. With most people in Myanmar living on an average of $1.20 per day, the cost of drugs is too expensive for the patients most of them are poor. The junta spends an estimated 0.3 per cent of its gross domestic product on health, one of the lowest rates worldwide.

The aid organization also appealed for taking part efficiently by the international community to ward off the crisis. At present, Burma receives around $3 per person in aid which may be one of the lowest rates when compared with other countries on the region. One reason for this may be that international donor groups are disinclined to offer aid to Burma, a country run by a strict military junta widely criticized for its atrocious human rights record.

An HIV/Aids project run by the opposition National League for Democracy (NLD) on behalf of its detained leader, Aung San Suu Kyi, has been harassed time to time by the military authorities. The authorities are risking lives and increasing the dangers of the HIV epidemic in the country by preventing volunteers and foreign aid workers from giving essential aid to patients suffering from the catastrophic disease.

Looking back for a couple of year, Dr Chris Beyrer’s research team from Johns Hopkins Bloomberg School of Public Health carried out field investigations in Burma in 2005 and 2006, and also searched the medical and policy literature on HIV, TB, malaria, and avian flu in Burma.

The researchers found that the military junta's investment in healthcare is one of the lowest in the world and that the health sector has been weakened by common corruption. The junta or State Peace and Development Council (SPDC) has also weakened the country's laboratory infrastructure, say Beyrer and his researchers, due to disinvestment and through creating a dearth of skilled personnel.

Burma’s authoritarian military regime is widely condemned for its human rights abuses, and in August 2005 these concerns led the Global Fund to Fight HIV, TB and Malaria to withdraw its proposed $98.4 million grants to the country. The regime accustomed to prevent aid workers, journalists and diplomats from visiting temporary dwellings for HIV patients looking after by kind-hearted volunteers.

It is difficult for foreign volunteers to have secure visas to enter Burma if they are recognized in humanitarian related fields. There was an example of expelling the head of the United Nations in Burma, Mr. Charles Petrie, for drawing attention to the humanitarian catastrophe that hanging around in the country.

As the Medecins Sans Frontieres (MSF) says in its latest report, thousands of people are needlessly dying due to a severe lack of lifesaving HIV/AIDS drugs needed for treatment in military ruled Burma. People of Burma have to bank on how the UN and the ASEAN will take into account the fate of the HIV patients in military run country as well as the report – “A Preventable Fate: The Failure of ART Scale-up in Myanmar” – by Medecins Sans Frontieres (MSF).
